It is a little complicated as there are only three companies in the USA that can properly recover lead shot. To state the obvious, it has to be economically feasible for both the club and the vendor and that is not a slam dunk.
The vendors are based in SD, MO, and FL -- none are nearby and the equipment transportation costs are significant. So you have to get on a schedule of one of these companies when they service multiple clubs along their planned route. They are all booked more than a year in advance.

I do not know the exact criteria Gipson-Ricketts used to determine if it was feasible for them to recover the lead at RCGC. They did come out and take soil samples to get an estimate of the amount of lead per square foot. There is a minimum of 1lb/sq ft for the lead density and there also is a minimum square footage requirement.
